Thomas R. Harper has been practicing law for more than 25 years. His primary areas of practice are employment and business law, administrative law and litigation, HIPAA, and health law. He practices before various administrative agencies and is admitted to practice before the state and federal courts in Indiana.

Mr. Harper frequently presents programs for various local, state, and national organizations. He has presented programs concerning employment law, administrative law, federal contractor law, health law, HIPAA, and insurance and litigation for the National Business Institute, North Carolina Association for Home and Hospice Care, Indiana Association for Home and Hospice Care, numerous franchisers, as well as other national, state, and local organizations.

He is the author of frequent articles on legal subjects, and the co-author of various manuals, published by our firm, to assist health care providers in compliance matters related to employment, Employer Mandate, HIPAA (privacy, breach notification, and security rules), and health law.

Mr. Harper is a graduate of the University of Michigan, majoring in Economics and Political Science, and received his law degree, with honors, from Indiana University – Mauer School of Law, Bloomington, Indiana. While in attendance, Mr. Harper interned for The Honorable J. Patrick Endsley, Magistrate Judge, United States District Court for the Southern District of Indiana.
